A horrible attempt at controlling how to transfer files between PC and tablet... (I don't understand why there was ever a need for that in the first place, as you should view your device as a USB device in my computer in the first place)...
It's terrible. I have a excellent PC and this application just complicates things. It crashes and it won't close. And most of the time the files that are being transferred to my mobile device are taking hours and end up corrupted.
Yes, you can use the English version. Suggest you uninstall, download and reinstall it choosing English version. It should run nicely. I am using the English version myself.

Nice program with easy editing in the various sections. The only complaint l have is that the app store is Chinese and if like me you can't read Chinese then it's pretty much useless. They should have chosen Google Play as their default app store for Europe which would have made a lot more sense. The default app store cannot be deleted or replaced.
